Methamphetamine Abuse in Minnesota
DEA Assessment:
- The meth threat in Minnesota is a two-pronged problem. First, large quantities of meth produced by Mexican organizations based in California are transported into and distributed throughout the state. Second, meth increasingly is being produced in small laboratories, capable of producing only a few ounces at a time.1
Methamphetamine Use among State Population (2002-2005):
7.8% of persons aged 12 or older reported using meth one or more times during their life.2
3.8% of young adults aged 18-25 reported past year methamphetamine use.
0.9% of persons aged 12 or older reported past year methamphetamine use.3
Drug Offenses:
49% of 2005 Federal Drug Cases in Minnesota involved methamphetamine.4
Lab Incidents:
There were 30 lab incidents in 2006.5
Treatment Admissions for Methamphetamine Abuse:
6,954 treatment admissions for methamphetamine/amphetamine abuse in 2005;
16% of all drug abuse treatment admissions.6
State Laws Pertaining to Precursor Chemicals:
Packages may not contain more than 3 grams of EPH / PSE, or for non liquids, sales in blister packs where each blister contains no more than 2 dosage units, or if use of blister packs is technically infeasible, sales must be in unit dose packaging; Single transactions limited to no more than 2 packages or 6 grams per transaction, and purchaser may not acquire more than 6 grams per 30 days; Products may only be offered for sale by a licensed pharmacist, a registered pharmacy technician or a pharmacy clerk; Sales to persons under 18 prohibited; Purchaser must represent provide photo ID at time of sale showing date of birth; Purchaser must sign written or electronic document noting date of sale, purchaser's name, and amount of product sold; Products must be displayed at behind a checkout counter where the public is not permitted.7
