Methamphetamine Abuse in South Dakota

DEA Assessment:

The use of methamphetamine continues to affect all areas of South Dakota. Use of and demand for methamphetamine has continued to rise over the past year, although the drug has come to the attention of the public through an increasingly aware media, informed public officials from the local to national level and concerned citizens. (1)

Methamphetamine Use among High School Students:

2.7% of students reported using methamphetamine one or more times during their life. (2)

Drug Offenses:

In 2006 there were 76 meth-related arrests; 60.8% of all drug cases in SD. (1)

There was 5.3 kg of methamphetamine seized in 2010. (3)

Lab Incidents:

There were 9 lab incidents in 2010. (4)

There were 11 children endangered by meth labs in 2010. (5)

Treatment Admissions for Methamphetamine Abuse: (6)

646 treatment admissions for methamphetamine/amphetamine abuse in 2010;

4.4% of all drug abuse treatment admissions.

Legislation:

HB 1178

An Act to make an appropriation for the costs related to the intensive methamphetamine treatment program in the women's state correctional system.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
     Section 1.  There is hereby appropriated from the general fund the sum of nine hundred nine thousand six hundred forty-nine dollars ($ 909,649 ), or so much thereof as may be necessary, and 6.0 FTEs to the Department of Human Services for costs related to the intensive methamphetamine treatment program in the women's state correctional system.

     Section 2.  There is hereby appropriated from the general fund the sum of six hundred eighty- one thousand two hundred thirty-six dollars ($ 681,236 ), or so much thereof as may be necessary, and 9.0 FTEs to the Department of Corrections for costs related to the intensive methamphetamine treatment program in the women's state correctional system.

     Section 3.  There is hereby appropriated from other fund expenditure authority the sum of fifty-one thousand one hundred thirty-six dollars ($ 51,136 ), or so much thereof as may be necessary, and 1.0 FTE to the Department of Health for costs related to the intensive

Methamphetamine treatment program in the women's state correctional system.
     Section 4.  The secretary of the Department of Human Services, the secretary of the Department of Corrections, or the secretary of the Department of Health shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.
     Section 5.  Any amounts appropriated in this Act not lawfully expended or obligated by June 30, 2009, shall revert in accordance with the procedures prescribed in chapter 4-8. (7)
