Methamphetamine Abuse in Oklahoma

DEA Assessment:

Methamphetamine, particularly crystal methamphetamine, which is produced in Mexico and the Southwest United States, remains the principal drug of concern in Oklahoma. An increase in the amount of crystal methamphetamine has been seen over the past two years. Whites are typically the primary users of methamphetamine in the state.

Hispanic organizations transport most of the methamphetamine into the state via motor vehicles, commercial airlines and mail delivery services. (1)

Methamphetamine Use among High School Students:

4.8% of students reported using methamphetamine one or more times during their life. (2)

Drug Offenses:

In 2007 there were 57 meth-related arrests; 35.6% of the total drug cases in OK. (1)

There was 39.2 kg of methamphetamine seized in 2010. (3)

Lab Incidents:

There were 219 lab incidents in 2010. (4)

There were 6 children endangered by meth labs in 2010. (5)

Treatment Admissions for Methamphetamine Abuse: (6)

2,965 treatment admissions for methamphetamine/amphetamine abuse in 2009;

17.5% of all drug abuse treatment admissions.

HB 1235

An Act relating to public health and safety; amending 63 O.S. 2001, Sections 2-208, as amended by Section 3, Chapter 283, O.S.L. 2005 and 2-212, as last amended by Section 4, Chapter 458, O.S.L. 2010 (63 O.S. Supp. 2010,

Sections 2-208 and 2-212), which relate to the Uniform Controlled Dangerous Substances Act; adding pseudoephedrine to Schedule III; deleting pseudoephedrine from Schedule V; deleting procedures for sale of certain products; deleting exemptions; deleting defined terms; amending 63 O.S. 2001,

Sections 2-309C, as last amended by Section 5, Chapter 458, O.S.L. 2010 and 2-309D, as last amended by Section 3, Chapter 160, O.S.L. 2010 (63 O.S. Supp. 2010, Sections 2-309C and 2-309D), which relate to the Anti-Drug Diversion Act; deleting reporting and monitoring requirements for dispensers and registrants who dispense certain product; and providing an effective date.

By removing the exception for pseudoephedrine it makes it a prescription required substance.

The Public Safety committee recommended a “do pass” on March 3, 2011. To date no further action has been taken. (8)

HB2089

The measure modifies the Methamphetamine Offender Registry by requiring persons convicted of crimes involving the possession, distribution, manufacturing or trafficking of methamphetamines or illegal amounts of or uses of pseudoephedrine in any federal court, Indian tribal court, or any court of another state if the person is a resident of the State of Oklahoma or seeks to remain in the State of Oklahoma in excess of ten days.  Requires persons subject to registration to register within 10 days of entering Oklahoma.

The Public Safety Committee recommended a “do pass” on February 24, 2011. To date no further action is pending. (9)
